Washington, D.C. On November 10, 2021 President Joe Biden signed into law H.R. 1899, the "Ensuring Compliance Against Drug Diversion Act of 2021." H.R. 1899. H.R. 1899 amends the Controlled Substances Act and requires the written consent of the Attorney General before the transfer of any registration to manufacture, distribute, or dispense controlled substances. H.R. 1899 also requires the termination of a registration when a registrant dies, discontinues business, or surrenders the registration. It passed the U.S. House of Representatives on April 15, 2021. It passed the Senate on October 26, 2021.
